System Gap Analysis

Companies often bring in experts to look at the systems that they have in place so that any flaws or weak areas can be detected. Okay so what you have is a table (I have designed this one attached) and in it (Sheet 1) you have the project information and then the headings that you use to analyse:
System the system that you are going to analyse i.e. in this case Guarding
Sub System Analysed The various sub systems that are being looked at within the Guarding.
Then You look at
The structures in place and input them
Then you look at what is left, does the structures in place meet the requirements of the sub system or is there something missing?? If there is something missing then this becomes the gap i.e. on point number 1 on sheet 1 it states 2 x guards are required for patrolling, this means that the gap in the current sub system of the system analysed is the lack of appropriate numbers of guards.
Now at the present I have weighted the questions in the following way:
All structures in place = 1 point per input
All Interim Measures Applied = 1 point per input (N.B the interim measures applied is the system that the expert has put in place to enhance the capability of the sub system using only the current structures in place, i.e. the expert cannot make 2 additional guards appear he can only optimise the current system and then make his recommendation at the end which then becomes the gap)
Gap = - 1 point So for every gap that you input then it is minus one point from the combined totals of the Structures in place and the in terime measures totals i.e Interim total + Structures in place Total Gap total
This then allows you to break the totals into percentages and then say that the system is 80% effective with a 20% deficit
Also we need to add an option where the user is allowed to choose the percentage required to pass.. I.e the user can add the details to the Risk Gap Analysis and then when it gives him the percentages of the gap and the effectiveness of the Sub System analysed then he must have the ability to say whether the Sub System is up to the mark or not... So an example could be that in the first Sub System analysed of guarding you get 88% effectiveness and 12% gap however depending on how crucial the missing component (gap) is will depend on whether the sub system passes or fails.. so because you cannot do patrolling properly without 2 x guards then this would mean that no matter how much you score on the effectiveness the overall will be an extreme non compliant
When you have finished analysing all the sub systems then we need to give an overall score on the system analysed (example Guarding) and whether it has passed or failed.
For the scores we can use the following (when the expert sets the pass/fail):
Red = Non Compliant
Yellow = Non Complaint
Green = Compliant
Only the expert can give the Gap and whether it has passed or failed!
The percentages just cover the effectiveness and the gap
On sheet 2 (Chart) the cover is the totals provided of the interim measures and the structures in place.
This is a very manual system but that's the way gap analysis are.
What I need from a programmer:
I require the following piece of software completed in ASP.Net and added to my portal: The following are the requirements and attached is an excel system that I currently have:
1. Professional web-design is needed.
2. Connection with Portal
3. The application must display the list of stored projects and allow the user to add/remove project and edit exisiting projects.
4. With open project the application must allow the user to add/remove systems and add/remove subsytems of each system.
5. For each subsytem he user can add items for these categories:
- Structures in place.
- Interim
- Gap
6. The score for subsystem will be calculated as ((TotalCount - GapCount)/TotalCount) * 100%
where TotalCount is total count of in-place, interim and gap items.
7. The application must allow the user to set individual required score for each system and subsystem.
8. Scores must be displayed with color accoding to these rules:
If the percentage meets (or is above) the number set by the expert then Blue (Show percentage needed to pass i.e. 90% etc)
If the percentage is 10% lower than the percentage set by the expert then Green (Show percentage needed to pass i.e. 95% etc)
If the score is 20% lower than the percentage set by the expert then Yellow (Show percentage needed to pass I.e. 100% etc)
If the score is up to 30% lower than the percentage set by the expert then Red (Show percentage needed to pass i.e. 95% etc)
If the score is more than 30% lower than the percentage set by the expert Black (Show percentage needed to pass i.e. 100% etc)
Total Score will be total counts of in-place, interim and gap.
